Meet the Candidates
Before the midterm elections in November, get to know the candidates running for City Council District 10: Heather Hutt, the current council member and Grace Yoo, community advocate, attorney, and former L.A. City Commissioner.
While the Conservancy cannot endorse political candidates, we aim to provide information to help voters make an informed decision.
Neighborhoods: Arlington Heights, Koreatown, Mid-City, Palms, South Robertson, West Adams, and Wilshire Center.

Heather Hutt
A public servant for over 30+ years, Hutt has dedicated her life to activism, public service, and her community. She recently served as the first Black U.S. Senate State Director in California’s history, and in her capacity serving Senator Kamala D. Harris, Hutt was the principal representative among constituents and elected leaders throughout California. In that role, she advocated for women by bringing together healthcare professionals to discuss implicit bias in healthcare, especially for women and women of color, as well as advocating for DACA recipients and fighting against the Trump Administration’s assault on immigrants. Hutt was the first African American woman to serve as a 10th District Council District chief of staff since 1973.
As the Councilwoman, my priority will always be to serve. In these next few months, we aim to continue to provide services and resources to residents. We will be doubling down on our investments to house our unhoused neighbors, building parks that are equitable, safe and accessible, and making our constituents proud to call this district their home – because this district is our home too.
Grace Yoo
Grace Yoo is a community advocate, attorney, and former L.A. City Commissioner with over 30 years of experience fighting for local communities, working families, and those whose voices have been ignored. In her quest to hold City leaders accountable, Grace stepped up to protect the environment, fight injustice, and stop zoning violations by suing the City of Los Angeles three times for refusing to do what’s right.
Grace is running for City Council to bring smart, common-sense public policy to CD 10, addressing pressing issues like homelessness and public safety. She will ensure fair representation, reliable city services, and a local focus. An expert on senior issues, Grace served as a Director for St. Barnabas Senior Services and as Steering Committee Chair for the L.A. Aging Advocacy Coalition. She also served as Vice-President of L.A.’s Department of Transportation.
Grace credits her parents, a former warehouse worker and L.A. City employee, with inspiring her activism. She attended LAUSD schools, graduated with honors from U.C. Riverside and Seton Hall University School of Law, and began her career representing abused and neglected children at L.A. County’s Children’s Law Center. Grace served as Executive Director of the Korean American Coalition and helped grow the National Asian Pacific American Bar Association into a multi-million dollar organization. In her free time, she co-founded the Asian Jewish Initiative and the Environmental Justice Collaborative.
